In the wake of novel virus COVID-19, local governments play a crucial role in working to reduce the spread of the virus, providing vital information on response to the community, and responding to the impacts of this virus in their community.
Indiana local government associations and Purdue Extension have come together to provide a central hub of educational resources for local governments as they work to keep their community healthy, safe, and well-informed. This page will be updated regularly with appropriate resources and webinars on COVID-19 for Indiana local governments.

This webinar will help you navigate available grant opportunities, focusing on creating collaborative partnerships between local governmental units and non-profit organizations in your community. A panel discussion will explore reasons for creating and growing these grant collaborations as a means for impacting local communities.

A coalition of statewide organizations recently published a Community Recovery Workbook to assist communities in organizing efforts to recover from the COVID-19 crisis. The workbook is intended to provide guidance for community stakeholders in assessing organizational capacity, prioritizing community needs, and creating a plan for community recovery.
This webinar assists community stakeholders, individuals, or teams, in accessing and understanding how to utilize the workbook and the planning process.

Some local Purdue Extension Community Development Educators are offering a time for regional leaders to meet through Zoom to share information, questions, and ideas with each other in terms of COVID-19 impact and response. These are open meetings. No registration required.
This session will include a general overview of the directives from the Department of Local Government Finance related to the State’s declared emergency and the impact on township government/operations. Plenty of time will be allotted to address questions submitted by townships for the DLGF.

NVOAD will be hosting its first COVID-19 Webinar “Adapting to COVID-19: Voluntary Organization Best Practices.” The webinar will be a moderated panel consisting of five representatives from five different National Members.

The Indiana Bond Bank offers the Advance Funding Program to assist local units of government facing cashflow shortages. For over 30 years, the Advance Funding Program has provided funds for the purchase of temporary loan tax or revenue anticipation warrants, while eliminating the need to bid the financing. Treasury just released new guidance for COVID-19 reimbursable expenses, dated June 24 for COVID-19.
Among the new additions (Highlights)
Yes, payments from the Fund may be used to meet the non-federal matching requirements for Stafford Act assistance to the extent such matching requirements entail COVID-19-related costs that otherwise satisfy the Fund’s eligibility criteria and the Stafford Act. Regardless of the use of Fund payments for such purposes, FEMA funding is still dependent on FEMA’s determination of eligibility under the Stafford Act.
Yes, non-profits may be used to distribute assistance. Regardless of how the assistance is structured, the financial assistance provided would have to be related to COVID-19.
Yes, if the costs of such remarketing satisfy the requirements of the CARES Act. Expenses incurred to publicize the resumption of activities and steps taken to ensure a safe experience may be needed due to the public health emergency. Expenses related to developing a long-term plan to reposition a recipient’s convention and tourism industry and infrastructure would not be incurred due to the public health emergency and therefore may not be covered using payments from the Fund.

The COVID-19 health crisis has shed light on the need for home internet service, and the large number of American households in all kinds of communities who don’t have it. Some Internet Service Providers have responded with new or improved discount broadband plans, that will only be available for a short time; others continue to offer plans that were created prior to the crisis. NDIA commits to keeping this list of Free & Low-Cost Internet Plans updated daily.
The interactive table below showcases countywide internet-related information including median and average upload/download speeds, percent population with access to no providers, to 10/1 only, or DSL only. This should provide an idea of the counties that may struggle the most when conducting most of their work and school activities online most of the time. Keep in mind this is based on FCC data that tends to underestimate actual access. Nonetheless, data below should provide an idea and jumpstart critical conversations. In addition, the maps below show Indiana county quartiles using some of these same variables.
